Special Meeting – Wednesday, December 3, 2008


PURSUANT to A.R.S. Section 38-431.02, notice is hereby given to the Show Low Aviation Advisory Committee and to the general public, that a Special Meeting of the Show Low Aviation Advisory Committee will be held on Wednesday, December 3, 2008 at 5:30 p.m. in Conference Room B on the second floor of the Show Low Library, 180 N. 9th Street, Show Low, Navajo County, Arizona.  The agenda for this meeting is as follows:


1.   Call to Order – Chairman Ole Alcumbrac called the meeting to order at 5:30 pm


  1. Roll Call – Committee Members Present:  Bob Adams, Bob Newton, Tom Kingsbury, Jr., Stephen Aeschilmann and Ole Alcumbrac.  Chuck Moore arrived at 6:15 pm.  City Staff Present:  Dennis Wiss and Mary Atteberry.


3.   New Business

A. Consideration of Presentation of the Minimum Standards to the Aircraft Owner’s and   Pilots Association.  Committee members discussed with Ms. Hamm the estimated turn around time from AOP.  Ms. Hamm indicated that based upon the time frame of their review of the Rules and Regulations, that it would be no more than 3 to 4 weeks.  Chairman Alcumbrac moved to send the Minimum Standards to the Aircraft Owners and Pilots Assocation, Bob Adams seconded the motion, all members voted in favor of the motion.


4.   Old Business

A.  Airfield Directional Signage Plan – Mr. Wiss indicated that he was still working on the plan.

B.  Review of Minimum Standards  - The Chairman moved this item to the end of the Agenda.

                  i.  Section 1.5, (B), Waiver to Minimum Standards


5.   Airport Director’s Report – see handout

            A. East Ramp Expansion Design, and Airfield Signage and Lighting Projects

            B.  Arizona Department of Transportation Aeronautics Funding Grants

            C.  Subdivisions of Multi-Place Aircraft Storage Hangars – Mr. Wiss indicated that Council has approved the request, but that the owners were responsible for the legal and insurance issues.

            D.  New City Hangar – According to Mr. Wiss, Council voted in favor of entering into negotiations’ with the proposers at a lower rate.  He also indicated that there was a third party that would be interested in leasing the hangar in addition to the two parties who have already approached staff.


6.   Summary of Current Events

A. Chairman – Dr. Alcumbrac reported that he held a General Aviation BBQ and have approximately 18 people in attendance.

B.     Committee Members


7.   Scheduling of Meetings – the next meeting will be held on Wednesday, January 21, 2009, at 5:30 pm.


8.   Call to the Public – Nothing from the public.

No discussion – The committee invites citizen participation regarding the aviation affairs of the City.  Any citizen desiring to speak on a matter that is not scheduled on this agenda may do so at this time.  Pursuant to the Arizona Open Meeting Law, the Committee cannot discuss or act on the items presented at this time, however, the Committee may place an item on an agenda for discussion at a future meeting.

4.  B.   Review of Minimum Standards  - The Committee continued review of the Minimum Standards


            i.  Section 1.5, (B), Waiver to Minimum Standards – the members discussed Dennis’ suggestions.  Mr. Aeschlimann would like Dennis to rewrite the section using the suggestions the committee discussed and present at the next meeting for review.


Chairman Alcumbrac left the meeting at 6:18 pm


9.   Adjournment.  7:08 pm – Vice Chairman Adams moved to adjourn the meeting.
