MINUTES OF THE Regular Meeting of the Show Low Parks and Recreation Advisory Committee held on Thursday, February 18, 2010 at 5:30 p.m. in the City Hall Conference Room, 550 North 9th Place, Show Low, Navajo County, Arizona.
1. Call to Order.
Chairman VanWinkle called the meeting to order at 5:34 p.m.
2. Roll Call.
PARKS AND RECREATION ADVISORY COMMITTEE MEMBERS PRESENT: Chairman VanWinkle, Vice Chairman Steve Hair, and committee member David Fawcett.
PARKS AND RECREATION ADVISORY COMMITTEE MEMBERS ABSENT: Committee members: Jimmy Jayne and Sally Williams.
STAFF PRESENT: Jason Mangum, Parks and Recreation Director; Mike Mariscal, Parks Maintenance Supervisor.
3. Consideration of Approval of Minutes of August 20, 2009 and Oct. 15, 2009.
No Action Taken
4. Presentation on the National Playground Safety Inspection Program – Michael Mariscal, Parks Maintenance Supervisor.
Mr. Mariscal explained the purpose behind the National Playground Safety Institute (NPSI) and the Certified Playground Safety Inspector (CPSI) program. He presented pictures of current playground hazards with an emphasis on playground fall surfacing and playground signage. He explained that the city is currently working to alleviate the issues with surfacing and signage.
5. Presentation and Discussion of Current and Future Playground Facilities – Michael Mariscal, Parks Maintenance Supervisor
Mr. Mariscal discussed the current playgrounds that the City of Show Low owns and plans for future playgrounds including, Nikoulaus Homestead Park, Frontier Park, and upgrades at Show Low City Park. Mr. Hair suggested that staff make a list of current needs for park related projects for community and civic groups.
6. Consideration of Approval for Intergovernmental Agreement relating to the White Mountain Youth Leadership Program
DAVID FAWCETT MOVED TO APPROVE THE INTERGOVERNMENTAL AGREEMENT RELATING TO THE WHITE MOUNTAIN YOUTH LEADERSHIP PROGRAM AND SEND IT TO CITY COUNCIL FOR OFFICIAL APPROVAL. STEVE HAIR SECONDED THE MOTION. MOTION PASSED 3 TO 0.
7. Discussion on Arizona Centennial Project
Mr. Mangum led a discussion on the Arizona Centennial Project and possible projects including a centennial playground. Mr. VanWinkle suggested the 2012 July 4th parade theme be Arizona Centennial based.
8. Report from Show Low Fields Committee
Mr. Fawcett gave a report from the February Fields Committee Meeting. He reported that Frontier Fields will be ready by July 2010 and they will be furnished with permanent goals. Little League Field has infield issues that are being addressed with the parks maintenance staff. Youth Football will utilize Nikolaus Homestead Elementary School. Little League would like to refurbish the batting cages at Show Low City Park.
9. Director’s Report. Jason Mangum, Parks & Recreation Director
Staff just completed an exercise for the 2010-2011 Budget. The exercise called for a potential 10% cut in all areas of Parks and Recreation which if materialized would have a major impact on the quantity of programs offered by the Parks and Recreation Department.
B. Nikolaus Homestead Park
The grant funding for Nikolaus Homestead Park, was revoked
by Arizona State Parks. Staff has until Friday, February 26, 2010 to file for
reimbursements for work done. Playgrounds for the park have been delivered and
are on site, other site amenities are being secured by staff.
Show Low community night with the Arizona Diamondbacks will be May 8, 2010 this year. The majority of the Show Low seats will be in the All You Can Eat Section.
D. Tree City USA
The City of Show Low completed their application for Tree City USA status for the 14th straight year. There will be a recognition event in March at the Arizona State Capitol.
